Funeral service for Mr. Joe Raymon Stewart, 69, of West Monroe, LA, will be held at 11:00AM Wednesday, June 30, 2021, at North Monroe Baptist Church in Monroe with Rev. Stuart Sherman officiating. Interment will follow in Mulhearn Memorial Park Cemetery under the direction of Mulhearn Funeral Home Sterlington Rd. Monroe. Visitation will be from 9:00AM until service time Wednesday at North Monroe Baptist Church.
Joe Raymon Stewart, a beloved peace officer, passed away June 24, 2021, after a prolonged illness.
Joe was born in Arcadia, Louisiana and was the youngest of three sons to Bettye and Grover Stewart. They settled the family in Winnfield, LA, when Joe was young. After graduating from Winnfield High School, he enrolled at ULM, where he graduated with a BA in psychology.
Upon graduation from college in 1974, Joe became a Patrol Officer for the City of Monroe Police Department. He continued his education while working full time and earned a MA in Criminal Justice from ULM. Due to Joe’s high level of commitment and integrity, he rose to the rank of sergeant in the City’s Crime- Stopper Unit, where he became the spokesperson and liaison to the community. Due to his love for his city and because of his stellar performance in those capacities, Joe was appointed Police Chief of the City of Monroe on September 1. 1992, where he served with honors until June 14, 2003. During those years, Joe also served as president of the Louisiana Police Chief’s Association.
After retiring as Police Chief, Joe was appointed by the Governor in 2006 to be coordinator of the Northeastern Branch of Homeland Security and Emergency Preparedness. Joe dedicated the next thirteen years to the safety and security of the great citizens of Northeastern Louisiana. He retired in 2019.
Joe is survived by his wife of 47 years, Amanda G. Stewart; two brothers, Dale Stewart and wife Katherine and Glenn Stewart and wife Leah; nieces and nephew, Shelley Crowder and husband Ben; Kelyn Freudiger and husband Kevin; and Webb Stewart; great niece and great nephews, Ava Crowder, and Kambell and Kannon Freudiger; and his Partners in Crime, Judy Humble and Larry Martin.
Joe Raymon Stewart left an indelible mark on the citizens and Public Safety Officers of the state as well as surrounding areas. His high level of commitment and integrity was remarkable. We will miss him dearly and salute Chief Joe Raymon Stewart for his tremendous dedication to the beloved citizens and his fellow police officers in the great State of Louisiana.
